RALEIGH — Two congressional primary races remained too close to call, with a challenger in one vowing to fight on and another taking more of a wait-and-see approach. Mark Harris, who came within about a hundred votes of U.S. Rep. Robert Pittenger, is planning to ask for a recount in their 9th District race. RALEIGH — Some North Carolina lawmakers are trying to remove an exemption in an immigration law last year that allows law enforcement to use identification cards from local government or nonprofit organizations to determine a person’s ID or residency.
