VOTER ID-NORTH CAROLINA

RALEIGH, N.C. — Television spots are being canceled. One million posters and push cards distributed to community groups with directions on how to vote could be headed for trash heaps. And 10,000 binders containing rules that precinct workers follow must be heavily edited. The spoiled plans are the result of a federal appeals court ruling last week striking down North Carolina’s voter ID mandate and other voting changes approved more than three years ago but can no longer be enforced. It’s the latest election disruption in a presidential battleground state with other big races this fall for governor and U.S. Senate.
