In Rockingham on Tuesday, the city’s former police chief Robert Voorhees was indicted by a grand jury for allegedly embezzling money from a police bank account, city officials confirmed.

Voorhees resigned from his job as chief of police in February 2012, to “further challenge myself professionally and continue to grow my career,” his letter of resignation said. He had worked for the department for 21 years, and served as chief for about 10 years.

The criminal case was investigated by the State Bureau of Investigation, and a special prosecutor, who appeared before a Richmond County grand jury on Tuesday morning, according to city officials. The grand jury issued a true bill of indictment charging Voorhees with one count of embezzlement of $33,000.

The Daily Journal contacted Voorhees for a comment via email on Tuesday evening and he chose not to make a statement until he’s spoken with his attorneys.

According to WSOC-TV 9 out of Charlotte, Voorhees was reportedly in Tennessee at the time of the indictment, and was talking with SBI agents about when he would turn himself in.

In a statement he prepared on Tuesday, City Manager Monty Crump said, “Shortly after former Police Chief Voorhees resigned, I became aware of an account used to handle seized funds of which he was the sole custodian. After conducting a cursory review of that account, I discovered what I believed to be significant irregularities and immediately contacted the District Attorney.”

District Attorney Reece Saunders then requested the SBI begin an investigation of Voorhees and the account, Crump said.

“The SBI conducted an investigation with the full cooperation of the City of Rockingham,” the city manager said.

Asked about more details involving the seized money account, Crump said he could not comment further pending judicial action.

Voorhees turned in his letter of resignation on Feb. 7.

“I strongly appreciate the strong support I received in the past from City staff and Mayor (Gene) McLaurin and current and past City Council members,” Voorhees said in the letter. “But most importantly I appreciate and will miss the citizens of Rockingham that I have served. I have many strong ties to our community which I cherish for a lifetime and have made many friends and professional relationships that any person would be lucky to have and I am grateful for the opportunity to have these ties.”

In the letter, Voorhees wrote that he believed the decision was in his and his family’s best interest, and that he planned to continue a personal and professional relationship with the city in the future.

At the time of his resignation, city leaders and officials wished Voorhees well in his new ventures.

“He did a good job,” Crump said on the heels of Voorhees’ resignation. “I’ve enjoyed working with him and I wish him all the best,” he said then.

Crump, who has been city manager for 24 years, was the man to hire Voorhees for the department more than 20 years ago, and it was Crump who appointed Voorhees police chief. He acknowledged that they worked closely together over the years.

Asked Tuesday night how he felt when he discovered the irregularities in the account that led to the indictment, Crump said, “I just did my job. ” He said his job required him to report his findings “without having any personal feelings about it.” Doing that was not easy, he said.

We have had lawsuits from Rockinghams fire department, Hamlets police department the train museum and now both cities police chiefs are under investigation for stealing money!?!

While most citizens have expressed the distain for the “good ole boy system” entrenched in Richmond county government, let’s face it the people in charge of things around here truly believe they are untouchable and can do as they please. When I job comes at the pleasure of the supervisor, too often to power corrupts and the subornments learn to turn a blind eye in order to keep their pay check coming. While the SBI was here to investigate these two individuals, the question has to be asked how wide spread is this and other breaches of public trust in these departments. Why is it their supervisors are not questioned as to the oversight of these positions and the personnel in those positions.

One thing I really had a problem with was Mr. Crump saying how hard it was to “Just do His Job. “ I would think if someone had been my friend and then betrayed my and the public trust in such a way he would be looked upon as not being the friend he was believed to be and the question of prosecution would not be hard to see at all. We now have to wonder if Mr. Crump has found other times and conditions where it might have been too hard to “just do his job” when a friend was involved.

Last I’d like to say we as a community have ourselves to blame for most of this we keep voting the same people back onto office expecting them to settle the same problems and seem surprised when we get the same outcome. I feel pretty confident that both police chiefs will get a slap on the hand just like our school principal did a few years ago when he was similarly charged and allowed to write a check and move on. We will continue to believe our police officers are all perfect and would not do anything wrong. And the local government is strictly monitoring their actions and answering all complains and allegations without letting friendships interfere with their decisions, because they too are “Just doing their Jobs”

As seen on channel 9 news, Voorhees has been located in Tennessee and he said "I will turn myself in on wednesday". Why does he get to decide when to turn his self in. If it was anyone else, not only would they come arresst and handcuff them, they would place them under a cash bond of at least the 33,000 dollars he is accussed of embezelling/stealing. Did the persons' from which the source of the money came get that opiton. No,b/c the money is good enough for a public leader to steal/spend, but "dirty" and criminal for others. BAD message to send the public. Now lets see, will we get to see voorhees in orange on the front page of the DJ.

Well Mr. Bacon, the old saying is that a hit dog will holler and I guess you are doing just that! Not once did I state that the SBI did not dig deep enough! I am merely stating that I do not understand why it took Monty Crump almost a year after Voorhees retired to find this discrepancy when it seems like this should have been something that would have been found quicker if everything was on the up and up between all parties. The Daily Journal is and has always been a very biased newspaper as far as what they report and who they report it on. I really wonder that if this had not been on WSOC the night before, would it really have been in the DJ the next day?? Things that make you go hmmmm!! So I say to you dont get so offended next time if you have nothing to hide yourself or does the SBI need to investigate you as well?? By the way why did you only reply to my comment when there was another that mentiioned you by name??

Since our local Government is so engrossed with their efficient and tireless JOB performance, our citizens should do the obvious: Stay far away from anyone involved during an electrical storm.

If he did it then he's guilty and he should be held accountable. Doesn't matter that you think he's a good person or you like his family. Sometimes good people do wrong things. We're all human but it's not an excuse to be let off completely. And not that I ever really cared for Mr. Voorhees but I can't help but find the fact Monty Crump who hired Voorhees and promoted him to Chief of Police was the one to find the discrepancy in this account after Voorhees resigned a little convenient. But maybe I'm reading too much into this.

Why is it when someone in a position of "power" does something wrong in Richmond County, it is either swept under the rug or it is downplayed to make it seem like they really didnt do it or that they should receive a slap on the hand? The Daily Journal plays their part in this as well when it is someone they have a personal relationship with or some other type of dealings. I dont expect this comment to be approved because it implies that the DJ has some fault in the shady dealings of Richmond County as well. If this was an average Joe, everyone would be on here leaving comments as to why that person is guilty and what should happen to them but as I see by a few comments below Voorhees actions should be dismissed while we concentrate on more important issues such as drugs, etc. Well I dont know about the rest of you but I think that embezzeling money from the police dept. is a pretty important issue because if he took 33,000 as the article says, then if they dig a little deeper I am pretty sure they will find that there is more money missing. All I can say is that God does not like ugly and Karma is something!! What is done in the dark soon comes to light!! There are more people in this too and all will be exposed soon enough!

Swept under the rug? We run the story on the top of the front page and put it online. We run all the comments we get. We don't write them. Not sure where Ms. Evans is going with this, but I just don't understand what fault the Daily Journal has in this.

The SBI did the investigation so people wouldn't say the city was sweeping it under the rug... and you say it anyway. Then you insinuate that the SBI didn't dig deep enough.

Sounds strange to me there a large time gap in this. Was this because they were watching out for them selfs? Maybe after a election? Sounds like to me there is a lot more to be told to this story. Rockingham might have some upper people that has some major secrets that they are trying to cover them up!

How about the timing? You think the mayor wanted this disclosed before his senatorial campaign? How does anyone define inept management? How does one define internal controls? Where was the audit firm for the City? What is their liability? What is the duty of the journalist's at the Journal? When was the last time they did any true reporting? Where is Jeff Holland? Of course this will be swept under the rug as most issues, and the Daily Journal won't do a darn thing other than sell ads and write garbage news.

Lets just focus on the facts, and to tell the truth we do not know them yet. I have lived in Richmond County my whole life and believe me nothing shocks me, I do believe that Mr. Voorhees is entitled to his day in court, judge not. I do wish we could focus on other things that need to be addressed in the county, such as the employment problems, and I would really love to get some of the drugs off the street; these things are things we know are here and need to be addressed. I mean really do we need to put down the people that have a record of trying to make a difference when we have people buying pain pills right under the nose of everyone, am I the only one that finds this to be news worthy? I'm just saying....

It's about time that the City of Rockingham purge that City Manager. He has demonstrated once again that he has no control over the actions of his employees. That is the weakest statement ever, "Crump said, 'I just did my job.'" Preposerious. Maybe a new administration can't make it worse. Rockingham...open your mouths to complain.
