ROCKINGHAM — Two men are facing felony drug charges for cocaine, with one suspect accused of selling the drug to an informant.

Richmond County sheriff’s deputies say 39-year-old William Alexander Ingram, of Isom Nichols Road south of Rockingham, sold a half-gram of crack cocaine to a confidential informant on Aug. 27. According to warrants, he sold the same informant 1 gram of the same drug the following day.

He was arrested Nov. 20 and charged with two felony counts each of possession with intent to manufacture, sell or deliver cocaine and selling a Schedule II controlled substance.

Ingram was booked into the Richmond County Jail under a $20,000 secured bond and has a court date scheduled for Dec. 10.

Deputies also say they found 52-year-old Samuel Prince Bullard, of Hamlet, in possession of 0.6 grams of crack cocaine, one Xanax pill, four plastic straws and a pen with residue inside on Sunday.

Bullard was arrested and charged with one felony count each of possession with intent to manufacture, sell or deliver both a Schedule II and Schedule IV controlled substance and a misdemeanor count of possession of drug paraphernalia.

He was jailed under a $2,500 secured bond and is also scheduled to appear in court on Dec. 10.

Online court records show neither man has any other pending charges in North Carolina.

In 2011, Bullard was given probation after being convicted on three misdemeanor larceny charges — one in Scotland County, two in Moore County.

He was released from prison in February of 2009 after serving more than seven months when his probation was revoked on a felony charge of possessing stolen goods and misdemeanor charges of larceny and driving while impaired in Richmond County and a misdemeanor larceny charge in Moore County.

In 2004, he received probation after convictions on multiple driving offenses — including speeding to elude arrest — in Scotland County.

Bullard also has prior convictions of misdemeanor larceny and driving while impaired.

Records show Ingram spent about eight months incarcerated, in 2001 and 2010, on convictions of possession of a counterfeit controlled substance and possession of a Schedule II controlled substance.

In 1997, he was convicted on a count of misdemeanor larceny.

All defendants facing criminal charges are presumed innocent until and unless proven guilty in court.
