The Richmond County Planning and Zoning Board of Adjustments is hosting a public hearing on a conditional use permit for a new Family Dollar retail store planned for an East Rockingham neighborhood.


The meeting is set for 7 p.m. Tuesday and will take place in the county commissioners’ chamber in the County Administration Building on South Hancock Street in downtown Rockingham. The hearing is an opportunity for those with an interest to present their case to the board.


Durban Development applied with the county on Oct. 1 for a conditional use permit to open and operate a Family Dollar store along Airport Road at the intersection of Entwistle Street. The property, located approximately 1 mile from U.S. 1 South across from the former White’s Grocery building, is zoned as a village residential area.


In addition to the store plans, there is also a proposed sewer extension to the site. The city of Rockingham is aware of this extension and is actively working with the developers on installing the line.


James Armstrong, county planner and director of Geographic Information System services, will be introducing the permit application to the board.


“We will also likely have the applicant present to speak at the meeting along with anyone who has an interest,” Armstrong said. “What we will be doing is having a quasi-judicial hearing on the issue. It will all be sworn testimony.”


Armstrong said the board is looking for factual information to base its opinion on. There is no prior sign up for those wanting to speak on the issue. It is open to the public and the board will weigh all information presented when making its decision on whether or not to approve the permit.


“Normally it’s just the applicant that speaks, but we encourage anyone with an interest to attend,” Armstrong said. “We have sent out notification letters to those located within 300 feet of the property in question since they have a locational interest.”


After the hearing the board will deliberate on the information provided and decide on the application. The decision may happen immediately or may take some time depending on if the board will need additional information, Armstrong said. Once a decision has been made there will be a 30-day appeal period where — based on the decision — any interested party has a right to appeal to Richmond County’s Superior Court.
