The public hearing held to consider the conditional use permit application submitted to the Richmond County Planning Board for an outdoor market has been continued to next month due to a request for additional information.
A public hearing was held Tuesday to receive comments on a conditional use permit requested for the operation of an outdoor market near Rockingham on U.S. Highway 1, across from the Richmond Senior High School entrance. The request was submitted by James Russell Wadsworth of Hamlet who has set up the business on the property of Bo’s Pawn Shop, owned by Bo Ussery. The two men have agreed to go into business together.
According to Planning and Zoning Director of GIS James Armstrong, the property is zoned Agricultural Residential and such a use is allowed with a conditional use permit. The property in question is mainly vacant but does contain the commercial pawn shop and landscaping operation.
According to Wadsworth, the purpose of use would be a fresh market, selling produce, flowers, ice cream, etc. Wadsworth has been open at this location for several months.
Hope Bostick, clerk to the Planning Board, said planners continued the hearing until next month’s meeting because the board needed information Wadsworth said he had in regard to a survey conducted on his land. Bostick said in the meantime, the board has allowed Wadsworth to operate without a conditional use permit.
Bostick said no one spoke out against the market, but Dennis Quick, representing Richmond County Schools, posed the question of signage Wadsworth might place along the roadside to advertise his produce.
Bostick said Quick didn’t want signs on the high school’s side of the highway, and the board addressed the issue, saying that Wadsworth could only put signs on his business’ property alongside the road.
The meeting will continue Sept. 10, at 7 p.m., on the second floor of the County Administrative Building, located at 125 S. Hancock Street in Rockingham.
